The Minister of sports of great Britain Oliver Dowden said that the government gives the EPL and other English leagues the right to play matches without fans in June.
All the rest is decided by the clubs themselves.
“We are opening a professional football road to return in June. Now it is the leadership of the leagues themselves to decide and announce specific plans to return and host the matches,” said Dowden.
