The General Prosecutor’s office conducted an audit of the quality of preferential drug supply citizens with acute cardiovascular diseases in the regions. As a result, violations were detected, according to the website of the Prosecutor General.
In General, in the framework of the program, agreements were made about the allocation of budget transfers, organized listing of more than 10.1 billion. However, not all regions are organized timely delivery to patients of medications.
“The reasons given are the low cash development budget, late placement of orders and execution of contracts, improper formation of the consolidated applications for medicinal products for outpatient free holiday for the citizens”, – stated in the Prosecutor’s office.
The Ministry stressed that the long-term formation of the documentation on procurement in Arkhangelsk region led to the development of only 3.5 million rubles under 84.9 million rubles and the inability to provide more than 4.5 thousand people. Also the Prosecutor of the Vladimir region delivered the question of the responsibility of officials of the Department of health who did not take measures on providing with necessary medicines 6987 patients with cardiovascular disease.
In connection with the late conduct of procurement procedures for purchase of medicines for citizens of the specified category by the Ministry of health of the Republic of Mordovia at the time of inspection there were only 5 contracts in the amount of 214 thousand roubles of 64 million rubles allocated from the Federal budget.
The basis for the Prosecutor’s response was the red tape of the health authority of the Republic of Karelia in the implementation of the authority for the provision of medicines of the population, inadequate communication to the healthcare organizations information about the possibility of prescription.
