The Soviet Union collapsed due to its first and only President Mikhail Gorbachev. About this, commenting on the referendum on amendments to the Constitution, said the speaker of the State Duma Vyacheslav Volodin, a video of the briefing posted on the Ministry website.

Gorbachev was President of USSR from 15 March 1990 to 25 December 1991.
