The working group of the Consultative Council on foreign investments (FIAC) has appealed to the Deputy Minister of Finance Alexey Sazanov with a proposal to finalize the new rules of customs clearance of products. This is due to the fact that many companies, including producers of pharmaceuticals and health food, is having difficulty with the import of products in Russia, reports Vedomosti.
In early July, entered into force order of the Ministry of Finance, which approved a new list of item codes that need to be made on the posts of the Central excise customs (TSAT). Now the range of products became wider, it was, for example, food raw materials and ingredients for children, specialized medical and preventive nutrition, medicines which are excise exempt. In connection with the new rules on a batch now required to submit two Declaration and to pay double fees.
Under the order got some was pharmaceuticals, which are not excisable, the Association of international pharmaceutical manufacturers (AIPM) in a letter to the Minister of Finance Anton Siluanov on 17 July. There it is specified that placing items into temporary storage during the processing of only the warehouses in the region of activity of customs. But none of the temporary storage warehouse in the area of TSAT is not licensed for the storage of medicines.
And FIAC, and AIPM asking the Finance Ministry to exclude from the order the products subject to excise duty, and also to authorize the execution and storage of goods in other posts on behalf of TSAT.
