Prime Minister Mikhail Mishustin signed the resolution on peculiarities of circulation of medical products and restrictions on wholesale and retail trade. The document refers to the distribution of respirators, masks, gauze, medical gloves and medical protection kits, write “Vedomosti”.
Federal operator by ensuring these medical products is assigned to the structure of Rostec Corporation Roskhimzaschita. According to the decision of governments, wholesale trade of respirators, masks, gauze, medical gloves and medical kits protection is possible only between the Federal and regional operators. Failure to fulfill obligations under existing contracts shall be considered force majeure, decided Mishustin.
Mishustin signed the decree prohibits the retail sale of such goods in regular stores and other outlets who do not have a license for pharmaceutical activity, according to RBC. While pharmacies and other organizations in which such license is permitted to increase the selling price are included in the list of goods not more than 10 kopecks per share or other unit of product. Wholesalers also allowed to increase the purchase price by more than 10% “at each stage of supply chain wholesale supply”.
The governors shall within three days submit the “Roshimzaschita” information about the availability in their regions of such goods and possible shortage. Regional officials should provide round the clock monitoring of compliance with the new rules.
