The European Union criticized the Russian vote for the amendments to the Constitution. About it it is spoken in the statement of the external action Service of the EU.
“The European Union regrets that in anticipation of this vote, the campaign “for” and “against” were not allowed, thus depriving the voter access to balanced information. We expect that all reports and allegations of violations, including coercion, multiple voting, violation of voting secrecy and allegations of violence by police against a journalist who was present for observation, was properly investigated,” said European diplomats.
The EU recalled that the amendment to article 79 of the Constitution provides for the supremacy of the basic law of Russia on the decisions of interstate bodies on the basis of international treaties.
“The Venice Commission of the Council of Europe, member of which is Russia, felt that this addition is incompatible with the international obligations of Russia and recommended to remove it or change the wording. We expect that Russia, regardless of any amendments to its Constitution, execute its international obligations, including the obligation to execute the decisions of the European court of human rights”, – said in a statement.
25 June start of early voting on amendments to the Constitution, initiated by President Vladimir Putin. Until 30 June to vote can be online, at home and at the polling station at the place of permanent residence or place of actual residence.

June 30, ended online voting. Turnout on it made of 93.02%. After processing 99.97% of protocols for the adoption of amendments to the Russian Constitution voted 77,92% of voters, against – 21,26%, said the CEC.
20 January 2020 Putin submitted the draft law on amendments to the Constitution of the Russian Federation to the state Duma. It was unanimously adopted in the first reading on January 23.
In the document, in particular, to exclude the possibility to occupy the presidency more than two terms, to fix the priority of the Constitution over international law, as well as to expand the powers of the constitutional court. The state Duma of the Russian Federation also supported the amendment to abolish presidential terms of Putin that will allow him to remain in power after 2024, when is the next presidential term.
In addition, now the Constitution will reinforce the position that Russia – the legal successor of the USSR, will add a mention of God, marriage is defined as Union of man and woman, and the Russian language give the language status of a constituent people.
