In Russia unlocks Telegram
The Russian Federal service for supervision in the sphere of Telecom, information technologies and mass communications (Roskomnadzor) has decided to remove the requirements for restricting access to Telegram messenger. about it said on the website of the Russian Ministry.
In Roskomnadzor said that appreciated “expressed the founder of Telegram [by Pavel Durov] readiness to counter terrorism and extremism.”
Access Telegram on the territory of Russia began to block 16 April 2018. To do this, the owners of the messenger refused to provide security services of the Russian Federation the keys to decode messages.
The owner and founder of the resource Pavel Durov called on the Russian users not to delete and not reinstall the Telegram. He promised that a messenger will use built-in methods of bypass of locks that do not require user action. However, he acknowledged that no guarantees for availability of service without using a virtual private network (VPN).
Roskomnadzor for a full ban messenger has blocked the IP addresses of Amazon and Google, hosting which uses Telegram. By such action the regulator has hurt Microsoft, MasterCard, Twitter, Viber and other organizations, who had access to the same servers, said “Radio Liberty”.
19 April 2018 Durov reported that the Telegram continues to be available to Russian users. He also thanked those who “participates in digital resistance.”
April 28 Russian Internet Ombudsman Dmitry Marinichev admitted that the Telegram cannot be blocked.
In August of 2018, it became known about change of the privacy policy Telegram. It added a paragraph on the possibility to transmit the intelligence information about people suspected of terrorism, if it is the appropriate decision. Representatives of the company stressed that the change of the privacy policy of the messenger – not a concession Telegram to the authorities and offer the legal balance between national security interests and preserving the confidentiality of private correspondence.
