The Russian state Duma in the third reading adopted a bill that allows the Russians to vote in elections and referendums by mail. About it said on the website of the state Duma of the Russian Federation.
In the explanatory note to the bill States that when a by-election of deputies of the State Duma, elections of deputies of legislative bodies and elections of the highest officials of the Russian Federation voters residing in the polling day outside the electoral district, may vote at the digital voting stations.
The first Deputy Chairman of state Duma Committee on civil society development Dmitry Vyatkin in the comment to”Interfax” said that the adoption of these amendments related to the restrictions imposed on the backdrop of the spread of coronavirus.
Vyatkin said that the bill provides only the possibility, not the obligation, to install additional means of voting, such as remote voting and voting by mail.
The Deputy Chairman of the Central electoral Commission Nikolay Bulaev has informed journalists that remote voting is planned to involve a national vote on the Constitution.
On 16 March the constitutional court declared the law on the amendment to the Constitution corresponding to the Constitution of the country. Among other things, the law contains a provision on so-called zeroing presidential terms of Putin. According to the conclusion of the court, the President of the Russian Federation will again participate in the elections regardless of the number of terms during which he held the position of head of state at the time of entry into force of the amendments to the Constitution.
