The Federal network Agency of Germany plans to refuse to the company – operator of the Russian gas pipeline “Nord stream – 2” in the exemption from regulation of the activities of the EU Directive. So it will work according to the General rules. Writes about this edition of Handelsblatt.
According to the publication, on may 1, the regulator has sent a draft decision to the parties for comments.
The reason is that the “Nord stream – 2” does not meet the requirements of the energy act to be exempt from regulation, after all, was not completed until a certain date.
According to the publication, a joint-stock company 2 the Nord Stream AG submitted an application in early 2020. In German law there is a possibility of exemption from EU regulation, but it applies only to pipelines that were built up to may 2019. The Nord Stream pipeline 2 was not completed.
In the application of the joint-stock companies cited the argument that the concept of “completed” or “terminated” need not be interpreted narrowly, but the regulator that was not enough.
“Nord stream – 2” gas pipeline that will link Russia to Germany under the Baltic sea. The length of the trail is more than 1,200 km, the new pipeline’s capacity will be 55 billion m3 of gas per year. The cost of the project is €9.5 billion, half of it financed by the Russian “Gazprom” and five European companies: Anglo-Dutch Shell, German Wintershall and Uniper, Engie French and Austrian OMV.
The authorities of Ukraine, Poland, Hungary, Moldova, Romania, the Czech Republic, Slovakia, Latvia, Lithuania and Estonia are considered “Nord stream – 2” the threat to Europe’s energy security.
In 2018, Germany, Finland and Sweden were allowed to lay the pipeline through its territory, Denmark was the last country that was not allowed. Because of this, the project operator has proposed to build a pipeline bypassing Denmark. 30 Oct 2019 Danish energy Agency gave permission for construction of the gas pipeline “Nord stream – 2”, held at the continental shelf of Denmark.
In December 2019 , the U.S. imposed sanctions against companiesconnected with the “Northern stream – 2”. The laying of “Nord stream – 2”, the Swiss company Allseas after sanctions stopped working.
Operator “Nord stream – 2” on December 23 said that laid over 2,300 km of almost 2460 kmpipeline completed by 93%. The Ministry of energy of the Russian Federation expects the launch of the gas pipeline “Nord stream – 2” to the end of 2020.
