In the Russian state Duma is considering a law that allows Russian President Vladimir Putin the transfer of Russian land to other States. On 14 July, Russian opposition leader said Dmitry Gudkov, a relevant video posted on a personal YouTube-channel policy.
“Remember, Putin said that the new Constitution will protect Russia’s sovereignty and its borders? And now I’ll tell you how he you with us deceived. In vain the inhabitants of the Kuril Islands happy new amendments, nothing was installed in the center of Novouralsk a plaque with the text of the new amendment, which prohibits the exclusion areas. Because Senator [Andrew] Klishas submitted to the state Duma a bill that actually allows Putin to give out the area,” he says.
Gudkov said that the current law of the Russian Federation on counteraction to extremism of the penalty for the exclusion areas. Klishas also proposed an amendment which suggests the absence of such penalties for alienation of the territory in the case of “delimitation, demarcation, redemarcation of the state border of the Russian Federation with defined States”.
Delimitation is the definition of General provisions and directions of the state border with neighbouring States through negotiations. Demarcation – conducting state border on the ground with the designation of its special border signs, redemarcated – checking or replacement of these signs.
“If the bill passes, Putin can give the Kuril Islands or any other part of Russia and it is for nothing. Well, ordinary people as we have planted and will be planted. Russia is constant as ever,” he said.
In October 2018, Prime Minister of Japan Shinzo Abe declared that is ready to conclude a peace Treaty with Russia, which has not been concluded between the two countries following the Second world war, after the Kuril Islands are part of Japan.
In November, at a meeting in Singapore with Russian President Vladimir Putin, Japanese Prime Minister promised that in case of transfer of Japan of Islands of the Kuril numbers on them will not place the US military bases.
Press Secretary of the Kremlin Dmitry Peskov said in November that the automatic transfer of Islands of Japan in the negotiations we are not talking.
1 January 2019 Abe noted that the transfer of the Kuril Islands to Japan should not cause problems for citizensliving on this territory.
8 Jan Japanese edition of Yomiuri Shimbun, citing sources close to the Russian-Japanese negotiations, said that Japan will offer Russia to refuse mutual indemnifications regarding the Kuril Islands.
In April last year, the Japanese newspaper the Japan Times reported that from the annual report of the government of Japan, dedicated to the foreign policy of the state, removed the words related to Japan of the four southern Islands of the Kurile group, Soviet Union seized at the end of the Second world war.
